Two main paths, depending on what is already up there.
Top-off. If your existing insulation is dry, clean, and structurally sound but just not deep enough to hit modern R-values, the right call is usually adding new blown-in insulation on top. Most Panama City homes built before 2010 sit at R-19 or lower from the original install. Adding 11 inches of fiberglass blown-in brings you to R-49, which is where you want to be in this climate. No demo, no disruption, usually a half-day job.
Full removal and replace. If insulation is wet, moldy, rodent-contaminated, storm-damaged, or compressed beyond use, it has to come out before anything new goes in.
